When did Jesus (Peace be upon him) come to be seen as God?

Over three centuries after Jesus (Peace be upon him), major theological disagreements led to the Council of Nicaea. Church leaders debated whether Jesus was divine, equal to God, or created by Him.

This was not a small discussion , it was a deep disagreement. The final official doctrine was reached through debate and voting, heavily influenced by the Emperor Constantine who sought political unity.

If Jesus (Peace be upon him) clearly taught that he was God, why did it take centuries of debate and councils to define this belief?
